Born in Caracas, Venezuela, on February 4th, 1977.

Law, pending thesis. Universidad San Pablo-CEU,
Madrid, Spain, Program of Postgraduate Degree in
Law, 2002. Universidad Católica Andrés
Bello, Caracas, Venezuela. Lawyer, 1999.
Professional Experience:
He is an associate of Palacios, Ortega y Asociados.
Previously, he worked as an associate of Badell,
Grau & De Grazia. He has actively worked with
public companies and governmental bodies in matters
of public contracts, working in various activities
that include consulting in matters of public bidding,
drafting of general bidding conditions, revision
and examination of documents and offerings. He has
also rendered services in the area of anti-trust
law, taxation, urbanism, and telecommunications.
Likewise, he has worked with private companies in
corporate matters.
He has participated as speaker in various seminars
of public law matters, and has also special teaching
assistant at Universidad Central de Venezuela and
Universidad Católica Andrés Bello.
He is author of various publications in the Public
Law Review (Revista de Derecho Publico). He is Member
of the Committee of Legislative Affairs of the Federación
de Cámaras y Asociaciones de Comercio y Producción
de Venezuela (FEDECAMARAS) for the period 2005-2007,
and has actively participated in the discussion
of various projects of law in the National Assembly,
such as the Bidding Law, Criminal Exchange Law,
Banking Law and Credit Cards Law, among others.
He received the “Orden Miguel José
Sanz” in its Third Class, awarded by the Ilustre
Colegio de Abogados de Caracas.
