Born in Caracas, Venezuela, on February 3rd, 1971.

Education: Duke University School of Law, LL.M., 2000. Beneficiary of the Financial Aid Grant of FUNDAYACUCHO. Universidad Católica Andrés Bello, Post-graduate course in Administrative Law. Universidad Central de Venezuela, Post-graduate course in International Economic and Integration Law. Universidad Católica Andrés Bello, Lawyer, 1993.

Professional Experience: Mr. Banegas is a founding partner of Palacios, Ortega y Asociados. His expertise is focused on corporate matters; he has participated in various financing transactions in mining and the oil and gas industry.

He is member of the Venezuelan Tax Law Society (Asociación Venezolana de Derecho Tributario). He has been Alternate Director of VenWorld Telecom, C.A. and acted as the Assistant Secretary of such board of directors; in addition, he has acted as a member of the winding up board of VenWorld Telecom, C.A. He worked as In-house Counselor of several major foreign and domestic companies as IBM de Venezuela, S.A., Empresas Polar – División de Alimentos, and Organización Diego Cisneros. He is an Agent of the Industrial Property Agency (SAPI), and worked as Director of Clarke, Modet y Compañía and its subsidiary in Venezuela.

He was an LL.M. representative to the International Law Society at Duke University School of Law.

He was the Alternate Judge of the Tribunal Superior Séptimo en lo Contencioso Tributario (7th Superior Court for Tax Matters), and acted as an External Assistant of one of Corte Suprema de Justicia’s (Venezuelan Supreme Court) Justices. Currently, he is included in the arbitrators list of the Supreme Court of Florida and the Arbitration Court of MERCOSUR and ALCA-TICAMER, at Miami and Buenos Aires.
