JULIO
RAFAEL MONTERO S.
Born in Maracaibo, Zulia State, Venezuela, on January
7th, 1972.
Education: McGill University,
Montreal, LLM 1999 (Dean’s Honor List). Universidad
Central de Venezuela, graduate courses in International
Economic Law. Universidad Católica Andrés
Bello, Lawyer 1994.
Professional Experience:
Mr. Montero assisted the Centre for the Study of
Regulated Industries at McGill University. He was
a Research Fellow at the 1998 session of The Hague
Academy of International Law’s Centre for
Studies and Research in International Law and International
Relations, and a Research Assistant in the Faculty
of Law and Centre for the Study of Regulated Industries
at McGill University.
He has been a foreign intern at Coudert Brothers,
Washington, D.C. in International Practice. He also
worked at Mendoza, Palacios, Acedo, Borjas, Páez
Pumar & Cia. as an attorney in the litigation
department.
He attended the 1997-1998 Program on Arbitration
and Mediation at the National and International
Commercial Arbitration Centre of Quebec.
Mr. Montero has contributed to important publications
in the area of telecommunications, including the
“Telecommunications Regulation Handbook”
published by the World Bank in collaboration with
the International Telecommunications Union.
